How do I make a GS1 compliant barcode using Code-128 in Excel?

I am using the Excel/Word add-in to create GS1-128 barcodes but GS1 Australia says I have to remove the FNC1 from between elements. Is this possible in Excel?

I have tried:
=Code128HR("~2120219310077313209~21215170612~2123745")

And

=Code128HR("(02)19310077313209(15)170612(37)45")

Operating System: Windows Server 2008

Application: Excel

2016 Update:
A new product (Native Barcode Generator for Excel) has been released since this question was resolved that offers an easier method of generating barcodes in Excel.

In this situation, you may need to generate the human-readable separate from the barcode. This is because the ~212 or parentheses will encode the FNC1 and if it is not required and you want to identify the AI within the human-readable, it may cause issues. The most common solution is to use the Code 128 (non HR) option from the Add-In and add your own human-readable identifying the AIs. In Excel, this process can be difficult since the barcode and the human-readable would have to live in separate cells. If Excel is not required, you may want to consider using a mail merge into Word.

EXAMPLE:

Barcode Cell
=Code128("(02)1931007731320915170612(37)45")

Human readable Cell
=Code128HR("(02)19310077313209(15)170612(37)45")

When generating GS1 symbols, IDAutomation recommends testing the result with the Barcode Decoder App which parses out GS1 data to verify proper encoding.
