Windows Scan Barcode to Login Solution?

Trying to make a Barcode to enable me to log onto the computer at work with the attached barcode scanner.
When logging in, I have to enter my user ID, then press the DOWN ARROW (instead of the TAB key) on the keyboard to advance from the UserID to the Password field.
When I try generating a barcode to accomplish it, the Tab (Apply Tilde ~009) ONLY inserts 5 spaces (the TAB character instead of field movement) in the UserID field and enters the password in the UserID field of the login screen!!! Apply Tilde code 010 (Line Feed), 011(Vertical Tab), and 013(Carriage Return) are equally INEFFECTIVE!!!
Since when manually typing in the UserID and Password, pressing the Down arrow on the keyboard CORRECTLY works to move between UserID and Password fields in the Windows 10 Login screen, how can I encode the keyboard DOWN ARROW instead of the normal Tab key in my barcode???

Also, is there an online KEYBOARD CHART that shows all the KEYBOARD characters in normal QWERTY layout format including the keyboards with the UP, DOWN, LEFT, and RIGHT cursor movement keys so I could simply look at the keyboard layout chart to find the Tilde Character Code that would match the keyboard button press I need to use to advance from UserID to Password without having to check some character chart that says "This is the Tilde Code that does THIS.. But you're on your own to figure out which key on your computer keyboard uses this code"???

It DOES work to use TWO barcodes, one for userID and a separate one for password, but I'm unable to find a workable barcode character code that allows the scanned code to enter the UserID into the needed field, and advance to the Password field to enter the password...

Operating System: Windows 10

Application: Windows 10 Login

We do not believe there is a way to move automatically from the User ID field to the password field. This may be for security purposes to ensure that someone is actually at the keyboard. However, you could choose the user by clicking on it and then have only the password in the barcode. This is also a security issue because someone could take a picture of the password barcode and then use it.

The full listing of ASCII functions is located here: ASCII Chart & ISO 1252 Latin-1 Char Set. As of this time, there are no ASCII functions available to encode the arrow keys for up, down, left, or right.

Okay, admin... You said you think it might be due to a restriction in Windows Login requirements... But are you able to provide us users with a KEYBOARD LAYOUT chart that would show ALL the keyboard ASCII codes formatted to show which ASCII character corresponds with the Tab, cursor up, cursor down, cursor left, cursor right keys on the computer keyboard??? I don't think I have EVER seen anything identifying the tilde or ASCII characters corresponding to the left, right, up, or down cursor movement keys on modern computer keyboards.
