Code-128 in Oracle Report License Details

We need license details about our Citrix environment which has a single gold image. Using this gold image we have created 4 virtual machine servers (Windows server 2019) with approximately 56 users accessing the application from 4 virtual machines to print barcodes in Oracle reports.
Requirement: We received a request to print barcodes in Oracle reports.
Hence please let us know the exact license needed with price details for this requirement.
Virtual Machine details: Processor: Intel(R) Xeon(R) Platinum 8272CL CPU @ 2.60GHz, 2594 Mhz, 8 Core(s), 16 Logical Processor(s) RAM: 32 GB

Operating System: Windows server 2019

You would need a minimum of 1 Developer License. Developer Licenses are licensed by the number of Developers in your Organization who are working on any project making use of the Software or have access to the Software. For example, if you have 1 Developer implementing the software in an application that 4 other developers are also working on, you need a 5 Developer License. More information is available in the License Matrix.
