Barcode is not scannable - Oracle EBS 12.2.9 after migration

We are migrating Oracle EBS Suite from 12.1.3 to the 12.2.9 version and for few of the barcodes are not in scannable format. These are working fine in Oracle EBS Suite 12.1.3. I have attached one example. Please help.
I have already an existing open question, but I am unable to reply to the answer so I am creating a new question. I am unable to chat at this time. Please help.

Based on the information in the post and in the chat, the encoder is properly implemented. The Code 39 Universal function produces the correct encoded data. The issue occurs when the barcode is displayed in the RTF file for BI Publisher.

The barcode looks much thicker than it should. This issue can be caused by:

- the font set to bold
- the cfg file within BI Publisher referencing an incorrect font (then a different font is selected in Word)
- an issue with the RTF file
