How do you generate FNC3

I'm experimenting with the online datamatrix barcode generator ( http://www.bcgen.com/datamatrix-barcode-creator.html ) and I haven't been able to generate a code that includes the FNC3 symbol. I'm trying to find a tool that will allow me to create custom documentation including 2D codes for programming 2d scanners. Fnc3 is supposed to be the reader initialization code which tells the reader to ignore and treat the rest of the information as programming codes. I found many references to the ASCII code that fnc3 should be, but none of them generate a 2d code that matches the one I have in the scanner documentation. I've tried ASCII 96, 128, 177, 179, 202, 228 and 234.

I'm using 2D codes to program because the length of data in a 1D code has gotten so large that the barcode is nearly the width of a letter-size page (8.5x11). The desire is to make the programming of the scanner as easy as possible for the end user. A single 2d code to scan is more reasonable than asking the user to scan a start code, a bunch of config codes, and then an end code.

EDITED: As of 12/1/2014, the IDAutomation.NETAssembly.dll using Code 128 Auto can encode the FNC3. The .NET Assembly is a font encoder that is used with a barcode font to generate scannable barcodes

1. Enable ApplyTilde in the Font Encoder.
2. Encode the FNC3 using ~196

Example in Excel using Code 128 Fonts and the VBA Font Encoder:
